When a lingman tell the police about the mastermind. Is it correct to use the verb "Implicate"? Is it correct to say "The lingman implicated his boss to the police." (He tells the police who's behind this) Thank you.

Instead of implicated, a simpler word would be : report. The lingman reported his boss to the police. or you can also change the sentence to : The lingman incriminated his boss. Hope it helps.

You could say ‘the lingman told the police his boss was implicated in the crime’. You can’t implicate ‘to’ in the sense used here of being involved in something, which is why your sample sentence doens’t work, but you can be implicated ‘in’.
