How to say 'a:b=c:d'? Can I read this "a is to b as c is to d."? is it correct ?

You could say it that way. Another way that might be a little clearer would be: "The ratio of a to b is equal to the ratio of c to d."

fdmaxey answer is correct. The ratio of "a:b" is equal to ratio of "c:d". what have "a or b" is equal to have "c or d".
