What kind of muscles are called ropey? Is it positive a negative? Does it mean that the muscles are sinewy, stringy or wiry?

Ropey is used to mean inferior or below par :

In the above context used with muscles it means hard stiff muscles:

It is colloquial, and probably used mostly in the UK. It means that the alcoholics have poor muscle-strength.
