I suspect that this is a variation on a line from a classic English nursery rhyme called "Georgie Porgie". It goes like this:
Georgie Porgie, pudding and pie,
Kissed the girls and made them cry,
When the boys came out to play,
Georgie Porgie ran away.

The American rock band Toto also had a song called "Georgy Porgy" which had lyrics based on this.
I think that the meaning of "kissed the boys and made them cry" is meant in a cheeky or flirtatious way. It is a way of boasting that you are a heart breaker. Kissed the boys but also broke their hearts and that is why they are crying.
