Speaking from experience, it's incredibly difficult to find a language partner who can be there on a consistent basis (sometimes, that's on us if we have busy and unpredictable schedules like I do; I know I haven't always been the most consistently available language partner for those whom I've practiced with). This is why I always recommend requesting lessons over trying to find partners. With lessons, you're communicating with a teacher/tutor who's there specifically to help you in more structured and productive ways that you might not get through a partner. If cost is something you're worried about, I've seen Spanish tutors who offer lessons for as little as $4.00 US per hour. I hope this helps. I'm sorry if I couldn't offer a better solution.

In my opinion, having a teacher or a conversation partner are a totally different experiences. I encourage you to keep trying. As Miguel Angel says, you probably are using the wrong filters. Find a Language Partner to practice: Spanish Learning: English Mark the option "Native speaker" This way, I found hundreds of people. If you are interested only in San Francisco residents, fill the field "Living in:"->"San Francisco", but this option only gives to me three people. I recommend you, instead of using the field "Living in", try the "From" field. This way, you can search people from some country which accent is more interesting to you.
