Struggling to find language exchange
My native language is English. I am learning Spanish. I live in the San Francisco Bay Area, in California. There are a ridiculously large number of native Spanish speakers here learning English.
But, when I put my info into the search engine on iTalki looking for language exchange partners, it tells me there are NONE. What?!?! This cannot be right.
Any thoughts? Suggestions?

Are you sure you are not narrowing the search too much? If you fill in details like "From" and "Living in" you probably are.
Just search "Find a ... to practice: Spanish" "Learning: English" and you'll find plenty of partners.

Briefly, the easiest choice is to hire a teacher or tutor.
If you search for a conversation partner, you will have some challenges finding one with the right personality and available at convenient times.

Hi, Julia! Speaking from experience, it's incredibly difficult to find a language partner who can be there on a consistent basis (sometimes, that's on us if we have busy and unpredictable schedules like I do; I know I haven't always been the most consistently available language partner for those whom I've practiced with).
This is why I always recommend requesting lessons over trying to find partners. With lessons, you're communicating with a teacher/tutor who's there specifically to help you in more structured and productive ways that you might not get through a partner. If cost is something you're worried about, I've seen Spanish tutors who offer lessons for as little as $4.00 US per hour.

In my opinion, having a teacher or a conversation partner are a totally different experiences. I encourage you to keep trying.
As Miguel Angel says, you probably are using the wrong filters.
Find a Language Partner to practice: Spanish
Learning: English
Mark the option "Native speaker"
This way, I found hundreds of people.
If you are interested only in San Francisco residents, fill the field "Living in:"->"San Francisco", but this option only gives to me three people.
I recommend you, instead of using the field "Living in", try the "From" field. This way, you can search people from some country which accent is more interesting to you.
