We'd say and write this as 'three thirty-six'.
'Thirty six past three' is wrong for two reasons. First, you can only use 'past' for times on the right-hand side of the clock face. In other words, 'x past y' only applies to times up to and including 'half past y' - beyond that point, you have to say 'x to z' (where z is the next hour). Secondly, you can only omit 'minutes' for minutes in multiples of five - for example 'twenty-five past three' but 'twenty-six minutes past three'.
We wouldn't say 'Thirty six past three' (for the reason above). We'd either say 'three thirty-six' or 'twenty-four minutes to four'.
11.02
You'd say "eleven 'oh' two", but you would never write this. Saying 'oh' for 'zero' is a purely spoken convention.
Yes, you could write 'two minutes past eleven'.
