"ing" adjectives are used to describe the charactertic of a person, thing or situation. So when you say "a person is interesting" you are describing that person's characteristic.

Generally, yes. It could be a very slight way to say someone is strange, but if you're saying it sincerely, it would always be taken as a compliment.
