Yes, your sentence is well written.

It depends on why it's written. It is an incomplete sentence since there is no complete verb form. As such, it could be used as a title, or as a simple, one-line instruction posted on the door (or wherever the access is wanted). I you want to have a complete sentence, then "Access is granted..."
