“You get 9.” This is how it’s most commonly said in the US. And you’d most likely hear “times” as in, “if you multiply 3 times 3.”

You would typically say “when” not “if”. You can replace “by” with “and” or “times”. Any of your first 3 answers are ok, but I’d guess “you get 9” is the most common.
