What's the meaning of "He can *talk the skin off a cat*"?
"Sameer's a top undercover man.
**He can talk the skin off a cat** in as many languages as you can."
This is a line from the movie, Wonder woman, and I'm not sure about the meaning of the part marked in stars. Can anyone help me with this? Let me know if there's more context needed.

Not sure. I've never heard it before.
However, there is a saying "There's more than one way to skin a cat." It is an idiom so don't worry about the literal translation. The idiom means there are many alternative ways to achieve a result.
I think this might be playing with the above idiom by suggesting Sameer can achieve any result simply by using the right words and convincing others to do what he wants.
