What does the word "overdeliberate" mean?
Eg. "Newcastle have been overdeliberate in the build-up"

Deliberate means to think something carefully or talk it through. SO I imagine that with OVER that it was too much thought or more than needed.

I guess the city authorities have been so much worried about possible bad effects of the build-up of something that they have done nothing about it after all. I am not sure if my answer is correct because I don't know the context, though.
