I have a question about "Address " this word,sometimes I saw news about government talking about some policy,and they said some sentence use ""address bla bla bla",so I think address can mean some serious thing?

In your example, "address" is a verb. It means to speak or write to someone, or to take action to solve a problem.
EXAMPLES:
