High is a positive adjective, whilst higher is a comparative. In this context, I think the word 'higher' refers to education on a tertiary level (or its equivalent), whereas 'high' school is at a secondary education level (if that makes sense).

The university of Oxford is the oldest institution of higher learning in the English-speaking world.
Higher education in ancient Greece began at the Academy, established in about 387 BC by Plato
Both of these sentences have the same use of higher - as per Courtney's answer.
High is the opposite of low.

Basically higher is the comparative of the superiority of "high"
It is something like "more high" (which is grammarly wrong), I´ve just put that way for you to understand better. We never use "more" with short adjectives.
Hope it helped you

Higher education refers to any education beyond the high school level. So for example, if I pursue a Bachelor's Degree, I am pursuing higher education. If I go to dental school, I am pursuing higher education. If I become a paramedic, I pursued higher education. I hope that helps!
