How to describe this situation?
When a person is smoking a cigarette, and a friend comes over. So the person who's smoking wants to ask whether her friend wants to smoke too. She kinds of put the cigarettes a little bit forward, gesturing whether her friend want to have one or not, without saying it out loud. How would you say this in a sentence? If you know what I'm talking about...
A. She gestures the cigarettes to her.
B. She gestures the cigarettes to her, asking whether she wants one.
Any of these is correct?

No, unfortunately, neither of those sounds like a native speaker. I'd suggest simply, "She offers her a cigarette." Hope that helps.

She moves the cigarettes toward her as if to offer one.
She moves the pack of cigarettes in her friend's direction, offering to share one.
