I don't know QICQ, except that maybe QICQ was the formerly name of QQ. Both ICQ and QQ are chat networks with a client like MSN Messenger. Both networks are different. QQ is good, the hard parte is the current versión is just in chinese, and then hard to use for non chinese users, but we can chat using QQ 2005 in english XD. ICQ is good enough too. Go to im.qq.com to download the qq, and open an account at mail.qq.com, cause qq also has email account. ICQ is just the chat, no mail account as far as i know.
