결국 = eventually (?)
오늘은 드디어 비가 오지 않았어요. Finally it didn't rain today.

드디어 is more common in speech.
드디어 비가 그쳤어요.
결국 sounds negative, I wouldn't use it in this context.

It finally stopped raining. = 결국 비가 그쳤다.
It finally stopped snowing. = 결국 눈이 그쳤다.
