-Thai Kedmanee
-Thai Kedmanee (no shift-lock)|
-Thai Pattachote

I think it's "Thai Kedmanee" but i'm not sure, and what does the "no shift-lock" mean? :S

I actually have a Thai keyboard on my laptop, it's Thai Kedmanee. Because the shift option gives you different characters instead of the capitalised version (as in European keyboards), shift lock/caps lock is not really necessary.

no shift lock means there is no lock option for the shift key
