If zero initials follow a vowel sound, are they sounded/pronunced?
For example,　would　不一　be pronunced as　‘ｂù　ｙī’　instead of ‘ｂù　ī’’？

不一 is usually said "bú yì".

You need to study the bit where 不 and 一 change their tone.

I think  "ｂù　ｙī" and "ｂù　ī" in pinyin are the same pronunciation but "ｂù　ī"  is wrong, we don't write like this. Except 韵母"a,ao,ai,ang,o,ou,e,ei", we need a 声母(b,p,m,f, etc.) before 韵母(i,u,v, etc.)
