In oral Chinese we usually use various adverbs like “很冷”、“非常冷”、“太冷"、“滴水成冰（成语）”、“天寒地冻(成语)”, or exaggeration like "冷死我了"、“我都要冻成冰了”to be adverbials to modify adjectives like "cold".
