"I am seeing someone"does it means I have got someone to be in relationship with?
for example, a boy like a girl,and he asks her out.so could we call this dating?besides this,a boy had a femal friend,and he asks her out.so we could aslo call this dating? what's the difference?

If you have a romantic interest in someone, it is dating: you can also say, "I'm seeing someone" (which means you have a boyfriend/girlfriend). If a male and a female are just friends (no romantic relationship) they are not dating and not "seeing" each other.

Yes; and note that to say "be seeing you", "I'm seeing you", "seeing you" etc to your friends means "see you", "see you around".
