Heavens Energy is constructing a wind farm off the coast of Cape Cod, Massachusetts.
What does "off the coast" mean? Does it mean the wind turbines standing on the ground along the coast, or on the water along the coast? Thank you !

The 'coast' is where the edge of the land meets the sea. Off the coast will mean located in the sea, on the coast will mean (generally) located on the land.

"Off" in this sentence means "away from". We speak, for example, of "offshore islands," islands that are a relatively short distance from the mainland (such as 金门岛)
