What is the difference between "utilities" and "services" if we talk about paying bills?

When used in the context of publicly-provided commodities to residences, e.g. electricity, sewer, water, gas, telephone, internet, etc., the meanings are identical. "Services" is more a European term and "utilities" an American one. They are "servicios" in Spanish.
"Services" can be used in a more general way. For example maid service, car washing, laundry and dry cleaning, etc., can all be considered "services".
