What is the English name for it?
Today I arranged my daughter's hair in a bob tail and she asked me to call an elastic hair tie in English ? I attached a pic of it. So an elastic hair tie is a correct name for it or not?

Today I arranged my daughter's hair in a bobtail, and she asked me what to call an elastic hair tie in English. I attached a pic of it. So an elastic hair tie is a correct name for it or not?
I didn't find a picture, but it is indeed called an elastic hair tie. If the hair ties is not made of elastic, then just call it a "hair tie."

In Minnesota a bobtail is called a "pony tail". The elastic hair tie is called a "scrunchie". I believe Scrunchie is the brand name of the manufacturer. It has become the word we use for all of these kind of hair ties. It is similar to American's using the word Bandaid for adhesive bandages. Bandaid is a brand name.
