I am boring - means you are a dull person, you don't have anything interesting to say, and you are not fun to be around. You are a bore.
I am bored - means you don't have anything to do. You don't have any place to go. You don't have any friends you enjoy being around.

Adjectives !!! In this case...
When you use ED you are talking about one's feelings and if you terminate your adjective with ING you are talking about the situation, person or thing that causes one's feelings.
Ex :
I was bored at the party ( because the party was boring)
His speech was so boring, I fell asleep (because I was bored)

The ending -ed means you are the victim of boredom. The ending -ing means you inflicted the boredom.
