If you use the "-ing" form, then you have inflicted the condition, making other people feel anxious and depressed. I am sure you are not such a person or in association with such. Using the "-ed" form means you suffer from the condition, so no doubt you want to say "bored".

Do you feel bored? The word ending in 'ing' is a feeling. The word ending in 'ed' causes the feeling. I am/feel bored because my job is boring. I was surprised because the gift was surprising. I am confused because the explanation was confusing. Of course, you can say that a person IS boring if they cause other people to feel bored. John is so boring. I always feel bored when I talk to him.

If you say that you feel "bored", you mean you feel disinterested or you have nothing to do. If you say you feel "boring", you mean that you make other people feel disinterested or that they don't enjoy talking to you. When speaking English, it sounds more natural to say "I'm bored." for the first one, and "I feel boring." or "I think I'm boring." for the second one. Hope that helps! :)
