Beat around the bush is phrase. Its meaning is to avoid talking about what is important .Example:Don't beat around the bush - get to the point!
2
Beat around the bush: be deliberately ambiguous or unclear in order to mislead or withhold information.
It means when somebody is talking, he or she doesn't cut to the chase or get to the point, but deliberately says something irrelevant.

I perfectly agree with the prevoius answer from the two teachers. In the specific example you provided us with, rather than avoiding talking about what is important (in order to hide something) or rather than giving irrelevant information not to talk about the important ones (to the same purpose of hiding), it seems that the person involved in your example is not being direct because he or she thinks it would be unpleasant, immoral or impolite (that is politically correctness). Thus he or she says something softer not to offend or accuse directly, untill the person he/she is talking to gets annoyed and asks for a more outspoken opinion.
