What do you do? = in general, eg. work or hobbies.
What are you doing? = at this moment now. Add a future time and you have a future arrangement.

What do you do- what's your professional eg. are you working or are you a student and your specialities
What are you doing - asking about the current time eg- now , like it's present tense
