It depends.. If you are a guy telling a lady, you would say, "Gusto kitang pakasalan" but if you are a lady confirming that you want to marry the guy, you would say "Nais kong makasal sa iyo" (Literally, I want to get married to you.) There are cultural implications. Normally, the lady would say it indirectly like "Nais kong makapiling ka habang buhay" (meaning, I want spend the rest of my life with you") and normally, it is not being said straight forwardly in that manner but, the guy implies it, slowly through the discourse of the relationship. It normally goes like laying out your plans and how many kids you want to have and like gauging if the other party is amenable to it. Filipinos don't say out front like "I wanna marry you, would you marry me?" rather, Filipinos have a peculiar way of expressing their love in a slow suttle manner.
