There is always a problem with "next" with days, months, etc. It could mean both. It partly depends on when it is said. For example: at Sep '13 it means Oct '14 at Nov '13 it means Oct '14 at Jan '14 it could Oct '14 or Oct '15.

I agree with Matt, it really depends on the situation. We usually clarify/make sure. "You mean this coming October, right?"

As someone mentioned above, "next October" means October of next year; "this October" means October of this year.
