Titop is right, but also, "meilleur" is an adjective, so it's used to modify nouns, whereas "mieux" is an adverb, it modifies verbs. So with verbs like "fonctionner", "travailler", "chanter", "nettoyer" (actions well performed) you'd always say "mieux". Examples: L'ordinateur fonctionne mieux depuis peu. (...noun verb adverb...)
