Does the expression "delivered by March" Means that it will be delivered before March or during it?

It's unusual to have such a wide delivery window. "By March 18th" for example, would signify on or before the 18th. "By March" means some time during March.

'By' means 'at the latest', and can usually be understood as 'during or before'. This means that if you haven't received it already it could arrive in February or during March.
