Can I rephrase this sentence - it needs to speak with the patients?

No. If you use the verb "speaks" you have to have a subject which represents the person who is speaking; it can't be an "it". For example, "Someone needs to speak to the patients".

It sounds odd to me. I think "it needs" is usually followed by "to be" and participle 2. For example, It needs to be done. It can also be followed by a noun (It needs courage to do it). I suggest rewording your sentence in the following way: "It is required to speak with the patients."
