"To urge" means "To insist" ?

Hello! "To urge" means to strongly advise or try to persuade someone to do a particular thing.
"urge something on/upon somebody" has the same meaning " to strongly advise" as in " I have urged upon him the need for extreme secrecy."

According to the definitions below you can see that they are very similar in meaning.
To urge = to advise someone very strongly about what action or attitude they should take
To insist = to say very firmly that something must happen or must be done
