Yes, but not in every context. "Can I stay at your house?" "Yes. Here are my terms: wash your own dishes and don't return to the house after 10pm." The word "requirement" could be used in this sentence. When talking about an agreement or contract, "terms" are more general than "requirements", so it can be interchanged sometimes, but not all the time.
