You can use both of them. Their meaning is the same the obli difference is "qué tal" is informal "cómo estás" is formal.

¿Qué tal? Es un poquito más informal como en inglés “how’s it going?”

¿Qué tal? es comúnmente usado cuando hablamos con amigos o familiares, es decir es un termino coloquial.
¿Cómo estas? o ¿Cómo esta usted?, es un termino más formal que se usa cuando nos dirigimos a personas de desconocidas o con la que no tenemos afinidad.
