Putting someone up to something suggests they had a choice.

Hi there, 1. "Did you put him up to this?" implies that somebody suggested an idea to him. As Professor Daniel says, the person had a choice; e.g. taking action, or not. 2. "Did you make him do this?" implies that somebody forced him to do something. I hope that helps! Adam

So, in normal terms, where noone can force anyone to do anything, these are pretty much equivalent. . The second one, sounding a little stronger as it implies more coercion.
