In this sentence why did one use the verb see if I may ask? I have no clue😭

I think like brought or made ..kinda those stuffs are better in this sentence. However the journalist who wrote an article in which above the sentence is. Is it metaphorical? Please help me. Thank you beforehand!

I feel it is fine to also use February's exceptional conditions have brought fires around (the area). The reason I feel we use "seen" is that we modify "seen" with "around" and we do not modify the "fires around". The use of around modifies the way in wich we had seen it or the area we had seen it. However with your idea to use "made" or "make fires" around will not work for me in a natural way.
