Can 'severe' be a verb?
Hey friends, could you tell me whether 'severe' can be used as a verb? For example, 'They severed their relationship.'

No. Here, the verb is "sever".
To sever= to cut in half
After John severed his finger (=cut it off), the surgeon at the hospital was able to sew it back on.

Sever or severed = accent on the first syllable.
Severe = accent on the second syllable.

You are confusing "Sever" with "Severe"
Severe is definitely used as an adjective. It means:
very great; intense.
While, sever is a verb which means:
divide by cutting or slicing, especially suddenly and forcibly.
put an end to (a connection or relationship); break off.
In your quote, the word "sever" is used in the Past Participle form, which is "sever+ed"
