I'd use "with", but "for" is almost as good. However, "the steps to start the system" is a little messy. I'd recommend changing that part to "system initialization" or "system startup". If you do that, you would probably use "during" instead of "for" or "with". "Special attention is required during system initialization." "Special attention is required during system startup." "Special attention is required during the system startup process." "Special attention is required when starting the system." Or: "System (initialization/startup) requires special attention." "The system startup process requires special attention."" "Starting the system requires special attention."" I hope this helps.

Hello! In order to avoid problems with « for or with » you could word your sentence differently. For example : the steps « which enable » the system to start require special attention. Or: the different steps to start the system require special attention. By changing the wording in a sentence you can easily overcome these tiny grammatical type of questions while still conveying the same idea. That’s just my opinion. ;)
