The situation is a man who eating lunch in restaurant, called his friend who is driving, and said "I left my wallet at home, so please come and bail me out".
So his friend who is driving a car, says "Oh, isn't this convenient?"

lsn't this convenient? = It's absolutely convenient!= I'll go pay for you and bail you out! But these could also have been said ironically.
