'As thick as a brick' is an insult, of course ... if it is true yo can say it, but don't want them to hear it unless you are deliberately insulting them - 'Oh, that Tom, he's as thich as a brick'
   yes, please wear your thick (or heavy) jacket.

This phrase is funny- as thick as a brick=笨蛋. Could I say "Tom is as thick as a brick"? (Sorry fot Tom :) )

One more question. How to say '天气很冷,请穿一件厚外套.' in English? 
Is 'It's pretty cold outside, please put on your thick jacket.' right?

There are MANY uses for thick, and many different meanings, thin too...
Biru shuo - As thick as thieves - extremely close;  as thick as a brick = bendan; through thick and thin; the thin edge of the wedge; the wicket keeper took a catch off a thick edge (cricket)
