When it comes to marriage, in some cultures, a woman has to pay a dowry to the man to get married. On the contrary, in some cultures, a man has to pay a dowry to the woman in order to get married. My question is " Can we say "dowry" in both situations, please?

No, "dowry" only refers to the goods/money/assets that the woman (or her family) give to the man :)

A dowry refers to the bride's money or goods, not the husband's, so you can't use it interchangeably.
