Hello, "hang" means suspend from above, so It would not be used to refer to a car. đ

Personally, I've never heard 'a car hangs to the left' before. Comparing them on Google ngrams finds many results for 'pulls' but nothing at all for 'hangs'. So I'd conclude that 'hangs' is not used to describe this situation. However, I think if you did say it to a mechanic, they'd guess what you meant easily.
