That is a very stylised form of writing. The person is drinking alcohol to get drunk. When he says "Let the crumbly balance of clear vision be expunged", he basically saying he's wants to get drunk so he can't think clearly. The "crumbly balance" suggests that even when's not drunk he's hardly thinking clearly anyway.
