I guess you want to ask when you should use “您好” and also“你好”. Actually both of them can be polite and the difference is that the former is more official and the latter is more casual. So when you talk to the waiter in a restaurant I suggest “你好” will be better.

您的话比较礼貌大部分永远称呼长辈，当然也有特殊情况

比你年龄大的人用您，比你年龄小的人用你

“您”是尊称，用“你”也没问题，应该是“跟服务员说话”，不是“说话跟服务员”，这点应该注意
