What other verbs can I use instead of "ran after" here ?
Could I say, "she dashed out after the thief" or "she rushed after the thief" ?

She chased [or chased after] the thief is probably the best choice.
You could say she followed the thief or pursued the thief or even hunted down the thief.

She ran after the thief
She chased the thief
She pursued the thief
She went after the thief
