What does "Surprise me" imply? It's doesn't sound literal to me. It does sound like "I'll leave something to you" to me. Thank you in advance.

You are correct in your assumption. It means that the speaker is leaving the decision up to the listener. "What would you like to eat?" I don't know, suprise me!"
