Part of it may depend on just how entrenched they are and the degree of inconvenience. If they have to step out of the way, you may want to ask.
Do you mind if I get by?
Can I get by you?
Can I get through here?
If the way is mostly clear, and they barely have to move at all, it might suffice just to say:
Pardon me
Pardon
Excuse me (tone of voice is important here).

I would just say "Excuse me, please." The rest is not needed. Your body language says that you want to pass by.
