Yea, it's kind of hard in this case, there is not a lot of context to go on either. But, I would say that most butchers rarely run out of meats, it's stupid logistics to run out if your business depends on it (unless there is a shortage in meat and you have no choice.) I get the sense that since nothing pointed to that situation, then I'd guess it is some kind of sale.
