Both are grammatically correct. He is 'in' the cinema. ( Means he is likely inside the physical cinema.) He is 'at'the cinema. ( Means he is simply at the location of the cinema.) These prepositions are used interchangeably but vary when it comes to specifics. Hope this helps. :-)
